[kepler-dev] RFC new directory structure

Yeah, I think either (1) the Look Inside needs to be adjusted or (2) the 
kepler build needs to copy source out of the kepler tree and into the 
ptolemy tree so it can be found where it is expected for Look Inside. 
I'm not sure which is better.  Seems like having LookInside search jar 
files for source would be a good approach that is less messy in 
distributed versions of the products.
