Dan,

I put a (rough) kepler pipeline, new actors, notes, relevant java 
script, and sample data for the IPCC climate data conversion on our ftp 
site at:
ftp://ftp.lternet.edu/pub/outgoing/penningd/IPCC_climate_data

Note that the .raw data referenced in the bug are not in the IPCC 
original format.  Use the sample data on the ftp site, which I 
downloaded directly from the IPCC.  I will be putting all of the IPCC 
data in the SRB soon.

IPCC data is isn .raw format (whatever that is) and needs to be converted to a
format suitable for use as input to GARP, probably ASCII Raster.  This
conversion is one of the real bottlenecks to processing.  Deana will create a
pipeline that describes this process.  It would be best to do this within Kepler
if possible, using the "New Actor" function to create stubs for actors that do
not yet exist. Get feedback from Dave and Ricardo, then Dan will help to clarify
it and then implement the necessary actors.
