[kepler-dev] problems and fixes in cvs head of ptolemy

It gets the $CLASSPATH right for other files (e.g. configuration files).
The error is just in the " ptII/ptolemy/vergil/kernel/attributes" directory.

no, my directory structure is:

ptII/ptolemy/..
kepler/src/....

they are siblings in the tree.  we don't change the ptolemy specific
part of the classpath when we run it, i.e.
$CLASSPATH=...:/home/berkley/project/ptII;/home/berkley/project/kepler/lib/k
epler.jar;....
