    I just ran into this error this morning. I went back and scoured all
   my data and realized that in my sensitivity table the LULC codes were
   not in the same order as in my current LULC map. I reordered my table
   to exactly match the order in my LULC map and then the tool worked
   perfectly. Hope this helps someone else out there...
