Kyle,

The @packageId field is intended to contain the primary identifier that
people should use to identify a data package. It is also the identifier
people should use in citations, so I think it is the best option for your
case.

The alternateIdentifier field can be used to associate additional
identifiers of secondary importance. This helps with linking to historical
identifiers, such as your UUIDs (assuming the aren't meant as your primary
id.

The /eml/dataset/@id is intended mainly for within-document links (e.g.
from additionalMetadata), and is probably not the best place for your
primary DOI identifier.

>From your description, @packageId seems to be the best fit, and is where I
recommend most people put a DOI for an entire data package.
