Hi David --

Yes, EML is an open standard that is maintained by the community.  Anyone
can propose changes, and those will be considered by the group of EML
maintainers.  In general, the group is supportive of changes that add
functionality without breaking compatibility with prior versions.
 Backwards compatibility is key to successful adoption, because each
non-compatible change requires changes by all groups that are using EML,
and many software systems need to be updated to deal with these chanegs.
 Non-compatible changes do occur occasionally, but are limited to only
severe problems or when a large proportion of the community wants to see a
major change.

Maintenance of EML is a volunteer activity, and so changes require someone
who wants to volunteer and do the legwork on making schema changes, clearly
documenting the changes, testing the changes thoroughly, and then
marshalling a community discussion on the
eml-dev at ecoinformatics.orgmailing list to garner support for the
proposal.  There are a number of
proposed changes in the works now, so I would suggest you start by raising
your issues on the mailing list, or possibly adding a feature request
ticket to our ticket system [1] to describe your proposed changes.
