Hi David,
EML does provide for multiple date ranges for a given dataset. The "coverage" element allows an unbounded number of "temporalCoverage" elements which in turn include a "rangeOfDates" element. So using multiple "temporalCoverage" elements would let you model date ranges with gaps. See: http://knb.ecoinformatics.org/software/eml/eml-2.1.0/eml-coverage.html#Coverage (though it isn't very explicit about the allowed cardinality).
