[eml-dev] VOTE on release of EML 2.1.1 -- internationalization

Technically, no, but this approach keeps the decision process open, clear,
and simple.  There have been individuals who have questioned the openness of
the decision making process for EML.  Making it clear how this works is
useful to the community.  If we create a private list for voting and
decision making, I'm sure there would be even more critiques of our process.
 Second, we only have votes like this once or twice a year, and so the
volume of mail is quite low even when we generate the 10 or so emails
associated with a vote.
