Some EML documents can be imbedded inside others, e.g., protocols and citations
under dataset/methods. This is appropriate for some uses, but there are
connections between some resources that require another type of cross link. 
Example: a published citation used data from dataset.xxx.2, and should be able
to include a reference to this dataset in its description. If dataset.xxx is
updated to revision 3, the link between the citation and dataset.xxx.3 is not
appropriate, although the relationship to rev 2 still exists.
