[eml-dev] EML head, almost eml2.1.0-rc4

Hi eml-dev-
The head of EML includes corrections to stmml.xsd. It is nearly a 
release candidate - but not quite - for 2 reasons:

1. We should get confirmation from the STMML-devs that this fix is the 
Right Thing To Do, especially since it is not backward compatible. See 
the notes to bug #3445 
(http://bugzilla.ecoinformatics.org/show_bug.cgi?id=3445).

2. bug #3465, concerning CDATA for inline data (eml-resource). Someone 
else could take this on if it needs to be addressed soon. The 
documentation says that instance docs should use CDATA sections, or 
escape <>&, but it sounds like might not be working.

I have not updated the namespaces - they are still set at "eml-2.1.0rc3" 
and "stmml". I am on vacation till 8/18, and I wanted to leave you all 
with at least the stmml.xsd problems fixed for parser and metacat 
testing as necessary, even if it was not quite a RC4. I expect to hear 
back from Peter Murray-Rust by the time I'm back.
