Jonathan,

Sorry to say that I am not familiar with any methods of getting FGDC
metadata in XML format to EML.  However, I do think I can help you with the
other two items.  Attributes fall under the tags eainfo > detailed > attr >
attrlabl.  Keep in mind that there are multiple attributes, thus multiple
'attr' and 'attrlabl' tags under a single 'detailed' tag.  I believe your
best bet for the EMLMeasurementscale is 'horizpar' tag.  FGDC standards do
not mandate it to be a number.  For our BES data we could adjust it so that
it always reflects a reference scale.  Finally, please keep in mind that I
can only batch export our metadata holdings to either FGDC text or FGDC SGML
formats.  I have no way of batch exporting to FGDC XML.

Do you guys know of an XSLT to convert ESRI Arc SDE format metadata to EML?

 

I suppose there are some fields in the ESRI file that are not called for in
eml.  I know there are fields called for in eml that are not given in the
ESRI file.  Attributelist and EMLMeasurementscale come to mind.  I suppose
I'd have to make a script to add those fields, as I have the impression they
are "required".  Any thoughts on that?
