[eml-dev] a reference in a codeDefinition ?

Hi Folks -
I have several data tables with an attribute containing a code whose 
definition could be stored in another eml structure, like a creator or a 
geographicCoverage tree. I would like to create a set of 
code-definitions pairs for these, where the definition is a reference to 
the id.  For instance, observer codes pointing to the id for an 
associatedParty, or for a site_code that had a value of "site1"  -> 
geographicCoverage id="site1". Which structure should I use to do this?  
I  see one place to use references (entityCodeList), but here, the 
reference seem to point only to an entire column in a table, not another 
eml element, whose id could match the code. If I put the reference to 
the definition in that table's attribute, will it be followed? It seems 
not.
