Hi,
On many occasions we've had need to give CVS access to the EML module to
people who are not members of the EML Project. On other projects we
have changed our policies to allow "sponsored accounts" that give access
to non-members by making a sponsoring member responsible for all commits
and changes made. I think this would be a good change to the EML
policies as well. It would allow people who are temporarily working
with members to more easily make contributions, and it would help people
who want to become members to more easily make contributions. Sponsored
accounts would not have voting privileges, just CVS write access.

The EML Project should change its charter to allow for the creation of
sponsored accounts granting CVS write access to non-members at the
request of and under the responsibility and review of a sponsoring
member of the EML project.
