unitType definition...

When defining a customUnit in EML, is it sufficient to only use the 
STMML "unit" element?  For example:

<stmml:unit  id="decaysPerMinutePerLiter" name="decaysPerMinutePerLiter" 
unitType="radionucleotideActivityDensity" parentSI="becquerelPerLiter" 
multiplierToSI="0.0166666666666667"/>

Or does there have to be a corresponding unitType definition such as 
those found in the eml-unitDictionary.xml file?  For example:

<unitType id="length" name="length"> <!--meter-->
   <dimension name="length"/>
</unitType>

If the unitType definition is required (or even recommended), which 
document should it reside within?
