EMl question

Hi,
 
I've been looking at lots of examples of EML documents, the EML Best
Practices document, and the EML Handbook, and I still don't understand what
the distinction is between <dataset><methods><methodStep><description> and 

<dataset><methods><sampling><samplingDescription>.
 
How does the information differ that gets entered for these two tags?
