allow second registry user account to modify an entry

Hi Rudolf,

Although EML allows you to specify the sort of access control that you 
want, the NRS registry form doesn't expose a user interface for changing 
that information in the EML.  This is because we made a conscious 
decision to keep the registry forms as short and simple as possible (as 
I am sure you remember).  So, to allow another user to edit your EML 
record, you will have to edit it in another application to add the 
access control permissions to the EML and resubmit it to the registry. 
Right now the only precanned application that I know of that allows this 
is Morpho.

P.S. As the registry has grown in size it has slowed down.  Sid has 
implemented some performance fixes for metacat that improve the 
situation in several specific cases.  We're hoping to release this new 
version soon and get it installed for the registry, which should speed 
things up some, but we have soem more testing to do so its not clear 
exactly when we'll be releasing this.
