[eml-dev] LTER General data use license

For any sites wishing to embed the new LTER General Data Use Agreement I
described in montreal directly in the IntellectualRights element, Ive
attached an empty eml file in which I have formatted  the text as
text-type in that tag. You don't have to do it this way - you could also
post the use agreement online and put the url to it under
intellectualRights, but this is just how we chose to do it at CAP

If you recall, this document was approved by CC as a "default" use
license that standardizes our expectations across the LTER for type I
data. Additional terms might be added for restricted data.
