[eml-dev] Doubts about EML

I'm a student at São Paulo University, and I'm developing a system for accessing distributed data resources, much like DiGIR. 

These are data collected from some laboratories, like temperature, humidity, CO, and stored in a database. To make it available to users, I'm going to the web services paradigm, and make each laboratory a provider. And I intend to use a standard for the messages. Then I came across EML, which seen pretty reasonable. 

I used morpho to create a data package, and see what the message would look like, but the data ( tables) is stored outside the XML document. Are there tags to define these data inside the XML? Or it'll always be outside?
