Yes, as Peter said, the intention of the <inline> method of distribution was 
just that - paste the data right into the EML document.  However, in EML 2.0.0, 
there is a bug with the inline element. See the bug at:

A number of bugfixes have been addressed in the EML 2.0.1 release, which will be 
released shortly. (Matt recently put it up for a vote.)  If you plan to embed 
the data, I would suggest using the EML 2.0.1 version of the schemas.  They are 
backwards compatible with the EML 2.0.0 version.

Definitely.  Without accurate metadata, the data package would not be parseable 
by a machine.
