Inline data - new schema tested and metacat implmented

If you go to http://knb.lternet.edu:8098/knb/ you can see a dcoment with 
inline data based on the schema modification that Dan and Jing 
uncovered. I have implemented those changes and uploaded the modified 
schmeas to cvs.ecoinformatics.org.

Our test metacat has the modified schemas and has a document inserted 
with inline data.
