EML Parser Bug Fix

Hi,

There was a bug discovered in the EML 2.0.0 parser that is currently
available in the EML source repository and installed in the
knb.ecoinformatics.org web site.  The bug has been fixed and tagged in
CVS.  If you are currently using the EML parser, please update to the
tag EML2_0_0-PARSER_BUG_FIX and reinstall any instances that you may
have running as servlets.  The parser at knb.ecoinformatics.org has been
updated already.

Bug Details:
The bug basically made the parser unable to decifer whether an id was a
duplicate or not.  invalid error messages (and non-error) messages were
being returned.
