Advanced look at EML handbook

Folks -

I'm providing you here a draft of the much anticipated EML handbook that 
David and Jeanine have been working on. There's is a caveat with this 
distribution:

It's an early, unauthorized, release so you must hold your comments 
until you hear officially from David along with instructions for making 
your comments part of the record. This will happen as soon as the 
document is checked into the KNB CVS repository this week.

I'm doing this in the interest of accelerating communication on this and 
not my email inbox so please don't send your comments directly to me at 
this point unless you don't want them to be considered in the rewrite.
