spatial reference in EML

Ive been thinking that we might make many people's lives simple if we
adopted a similar approach to spatial referencing that we have to STMML
units - that is, we make up an eml-spatialReferenceDictionary.xml that has
entries for all the common projections we encounter and then create an
numerated list for people to pick from. Users could make a choice between
the name or providing a custom projection based on eml-spatialReference.
this is the interface most arc users are familiar with and i would opt for
picking names that are recognizable from that list. ArcSDE ships with a .h
file that i could parse and generate the spatialReference Dictionary pretty
quickly i think.
