Documentation Review of EML RC1: Request for Review

I reviewed and edited the geographic and spatial coverage parts of
eml-coverage.xsd. Scott has agreed to review the taxonomic coverage
areas since I don't have enough expertise. I am now going to work on
eml-datset.
