action items

Ok, I'm done with all of the action items on this list that were 
assigned to me.  Some brief notes are included below inline in the task 
list, but most details of my changes were in the cvs logs. Most changes 
were minor.  However, please be sure to examine the new 
"DistributionType" complexType that is now a part of eml-resource.xsd.
