eml project membership for Scott Chapal

I'd like to nominate Scott Chapal for project membership in the EML
project.  The documentation changes he is making this weekend are a 
substantial contribution, and I think it is good to encourage 
involvement in these areas.  This would grant him
write access to the CVS repository.  Voting rules are explained at:

Could I get a vote from the current project members ASAP, reply to the
list and I'll tally the votes.  Hopefully I can grant write access for 
him on Monday if everyone has voted and he is approved.
