the <references> tag documentation

Is there any reason why we shouldn't define the <references> tag in 
eml-resource as a SimpleType and point to it from the other xsd's?  This 
would allow us to document it in one spot  (it's not documented in the 
other xsd's as it is).

Am I missing something that would cause this to break any sort of 
extensibility?
