EML mapping question. (Citation) - my solution & thoughts

After giving the matter some thought, I think that for the time being
the solution that I will employ is to put the kind of CITATION, that I
have encountered into <additionalInfo> at the dataset level with a
comment that "This data has been cited in ...." The other places that
import <cit:citation> suggest relationships that are not correct. With
triples we could have said: datasetWasCitedIn. While RDF could be used,
I don't see that it is worth the complexity in this case.
If I weren't so concerned that we get EML 2.0.0 out, I would recommend
that it would be useful to have a <cit:citation> element at the dataset
level. It is something that we might want to consider for the next rev
of EML. If we did that the documentation would specify that the a
CITATION at this level means that the dataset was used as the basis for,
or was cited in, the publication cited.
