finalizing eml-2.0.0

Hi,

Yesterday I finally got back to trying to finalize the EML 2.0.0 
release.  I made the final datetime changes that we'd discussed 
(somewhat modifying Peter's changes, but with the same basic result).  I 
comprehensively redocumented eml-attribute, which needed it, and cleaned 
up the other bugs that were outstanding for the release.  Then I rewrote 
some of the docs for the new release, and fixed the sample files, and 
then made sure everything validates.  I think we're ready to go.  So I 
tagged the files in the repository as RELEASE_EML_2_0_0 and would like 
to call a vote of all project members about releasing this tagged set of 
files as EML 2.0.0.  I'll do so in a separate email, immediately 
following this one.

If the vote is approved, I'll work with Chad next week to get the 
release created and put on the web. Thanks for all of your hard work!
