eml-paragraph extension

Matt, Peter,

I've looked at (x)html and DocBook options to see what elements might be
added to make eml-paragraph more versatile.  My suggestions are attached
to bug 558.  

I am realizing what a daunting task it is to tinker with even something
as simple as paragraph, and am probably more ready now than 3 months ago
sacrifice some functionality in the interest of expediency.

That said, DocBook has this very interesting element called 'procedure'
("A list of operations to be performed in a well-defined sequence")
which in turn has 'step' and infinitely nestable 'substep' 
(http://www.docbook.org/tdg/en/html/procedure.html).  Given the interest
in DocBook, and the erie resemblance to eml-protocol, I thought it was
worth mentioning.
